The Proctor: English Avenue Neighborhood

A new housing development is taking shape at 698 Oliver Street NW in Atlanta's English Avenue neighborhood.
The Proctor will include 137 apartments and approximately 10,000 square feet of ground-floor retail space, adding another residential development to an area experiencing significant investment and redevelopment. Projected to open in the spring of 2027.
How Much of the Housing Is Affordable?
Of the 137 apartments, 41 are reserved specifically for Atlanta Housing's Housing Choice Voucher participants. Those affordability restrictions are expected to remain in place for at least 30 years.
That distinction is important.
We've covered several developments where affordable apartments are restricted to households earning 50%, 60% or 80% of the Area Median Income. Voucher-supported housing can reach households with considerably lower incomes. Atlanta Housing reports that 61% of the families it serves earn less than $17,224 per year, or about $1,435 per month.
Another Piece of English Avenue's Redevelopment
The Proctor is being built in the same English Avenue community where we've already seen new affordable housing open along Joseph E. Boone Boulevard and Echo Street.
The neighborhood's proximity to Georgia Tech, West Midtown and other major employment and development areas continues to attract investment. That makes preserving affordable housing here especially important. New development can change a neighborhood quickly, and without income-restricted housing, longtime and lower-income residents can have fewer options for remaining in the area.
